DoD Instruction 6490.06, "Counseling Services for DoD Military, Guard and Reserve, Certain Affiliated Personnel, and Their Family Members," April 21, 2009, Incorporating Change 1, July 21,2011 This Instruction is a single source document addressing counseling support available to the total force. This Instruction highlights DoD policy to: (1) promote a culture that encourages delivery and receipt of counseling; (2) eliminate barriers to, and the negative stigma associated with, seeking counseling support; (3) empower leaders to advocate for those in their charge to receive counseling; (4) provide easy access to a continuum of counseling support to include prevention, early intervention, and treatment to enhance coping and build resilience; and (5) view counseling support as a force multiplier enhancing military and family readiness.
Department of Defense Directive (DoDD) 1304.19, "Appointment of Chaplains for the Military Departments," June 11, 2004, certified current as of April 23, 2007 This Directive establishes the chaplaincies of the Military Departments to advise and assist commanders in the discharge of their responsibilities to provide for the free exercise of religion in the context of military service as guaranteed by the Constitution and to serve as the principal advisors to commanders for all issues regarding the impact of religion on military operations.
DoD Instruction (DoDI) 1300.17, "Accommodation of Religious Practices within the Military Services," February 10, 2009, Incorporating Change 1 effective January 22, 2014 This Instruction prescribes policy, procedures, and responsibilities for the accommodation of religious practices in the military.
DoDI 1304.28, "Guidance for the Appointment of Chaplains for the Military Departments," June 11, 2004, Incorporating Change 2, January 19, 2012 This Instruction assigns responsibilities appointing chaplains for the Military Departments, identifies the educational and ecclesiastical requirements for appointment of military chaplains, establishes requirements and procedures for religious organizations to endorse religious ministry professionals for the chaplaincy, and implements and establishes the criteria and procedures for the administrative separation and loss of professional qualifications of chaplains of the Military Departments.
DoDI 5120.08, "Armed Forces Chaplains Board," August 20, 2007 This Instruction promulgates policy regarding the organization, functions, and administration of the Armed Forces Chaplains Board.
Joint Publication (JP) 1-05, "Religious Affairs in Joint Operations," November 20, 2013 This publication provides doctrine for religious affairs in joint operations, provides information on the chaplain's roles as the principal advisor to the joint force commander (JFC) on religious affairs and a key advisor on the impact of religion on military operations, and provides information on the chaplain's role of delivering and facilitating religious ministries in joint operations.
