Department of Defense Policy

These resources include Department of Defense directives, instructions, guidance and memorandums of understanding for Morale, Welfare and Recreation. They include policies on fitness and sports, libraries and information services, Armed Forces Entertainment, recreational lodging and Morale, Welfare and Recreation finances.

Department of Defense Morale, Welfare and Recreation policy is governed by DoD instructions 1015.10 and 1015.15. These documents establish policies and procedures and assign responsibilities for operating Morale, Welfare and Recreation programs and services and nonappropriated fund instrumentalities. In addition to these overarching Department of Defense policies, program-specific Department of Defense regulations exist to further define and establish policies governing individual Morale, Welfare and Recreation programs and services.

DoD Instruction 1015.10, "Military Morale, Welfare and Recreation Programs," July 6, 2009, certified as current May 6, 2011 — This instruction establishes and implements policy, assigns responsibilities and prescribes procedures for operating and managing programs for military Morale, Welfare and Recreation programs.

Morale, Welfare and Recreation Remote and Isolated Evaluation spreadsheet — This spreadsheet is used by installations when applying for Remote and Isolated status as required in DoD Instruction 1015.10.

DoD Instruction 1015.15, "Establishment, Management and Control of Nonappropriated Fund Instrumentalities and Financial Management of Supporting Resources," Oct. 31, 2007, certified as current March 20, 2008 — This instruction prescribes procedures for establishment, management and control of nonappropriated fund instrumentalities and financial management of nonappropriated fund activities.

DoD Instruction 1015.08, "Department of Defense Civilian Employee Morale, Welfare and Recreation Activities and Supporting Nonappropriated Fund Instrumentalities," Dec. 23, 2005 — This instruction prescribes policy and assigns responsibilities for the operation of Department of Defense civilian employee Morale, Welfare and Recreation activities and supporting nonappropriated fund instrumentalities.

Under Secretary of Defense Memorandum, "Department of Defense Morale, Welfare and Recreation Library Standards, May 15, 2013 — This policy memorandum updates the core standards for Morale, Welfare and Recreation general libraries.

Under Secretary of Defense Memorandum, "Department of Defense Morale, Welfare and Recreation Physical Fitness Center Standards," Oct. 24, 2005 — This policy memorandum updates the attached established mandatory core standards for Department of Defense Morale, Welfare and Recreation physical fitness centers.

Memorandums of Understanding

"Memorandum of Understanding Between the United States Department of Defense and the American Red Cross, March 10, 2009" — This policy memorandum establishes an understanding between the Department of Defense and America Red Cross for cooperation and provision of such services and support.

"Memorandum of Understanding Between the Department of Defense and the United Service Organizations Inc., Jan. 7, 2008" — This policy memorandum establishes an understanding between the Department of Defense and United Service Organizations Inc. for cooperation and provision of services and support to military members and their families.

"Memorandum of Understanding Between the Department of Defense and the Armed Services Young Men's Christian Association of the USA Inc.," Dec. 7, 2004 — This policy memorandum further defines the longstanding and mutually beneficial relationship that has existed and continues to exist between the Department of Defense and Armed Services Young Men's Christian Association of the USA Inc.

"Memorandum of Understanding Between Department of Defense and National Endowment for the Arts," April 28, 2010 — This policy memorandum provides literary programming for military personnel and their families to allow them to express wartime experiences through writing workshops.

"Memorandum of Understanding By and Between the United States Department of Defense and the United Seamen's Service," Aug. 25, 2010 — This policy memorandum delineates the United Seamen's Service mission to provide facilities and services for the United States merchant seamen in foreign areas and the support that the Department of Defense may provide to the United Seamen's Service in fulfillment of the United Seamen's Service mission.

Fitness and Sports Policies

DoD Directive 1308.2, "Joint Department of Defense Committee on Fitness," Feb. 4, 2005 — This directive formalizes the functions and responsibilities of the Joint Department of Defense Committee on Fitness regarding the coordination and support of fitness programs within the military Services.

DoD Directive 1330.4, "Armed Forces Participation in National and International Sports Activities," Aug. 31, 2010 — This directive prescribes Department of Defense policy concerning the participation of armed forces personnel in armed forces, national and international sports competitions. It establishes a senior military sports advisor, Armed Forces Sports Committee, Committee's secretariat and Committee's working group. It assigns management oversight responsibility for the organization and administration of armed forces, national and international sports activities to ensure that U.S. armed forces are appropriately represented in national and international sports competitions.

DoD Instruction 1308.3, "Department of Defense Physical Fitness and Body Fat Programs Procedures," Nov. 5, 2002 — This instruction implements policy, assigns responsibilities and prescribes procedures governing physical fitness and weight and body fat standards in the armed forces.

Under Secretary of Defense Memorandum, "Department of Defense Morale, Welfare and Recreation Physical Fitness Center Standards," Oct. 24, 2005 — This memorandum establishes core minimums for Department of Defense Morale, Welfare and Recreation physical fitness facilities, equipment, programs and staff requirements.

Libraries and Information Services Policies

Memorandum, "Department of Defense Morale, Welfare and Recreation Library Standards," May 15, 2013 — This policy memorandum establishes minimum standards for the core Department of Defense library program as well the Department of Defense Premier Facility designation.

Armed Forces Entertainment Program Policies

DoD Instruction 1330.13, "Armed Forces Entertainment Program," March 23, 2004 — This instruction provides procedures and responsibilities for providing an effective program of live, professional entertainment for U.S. armed forces personnel and their family members stationed overseas.

Recreational Lodging Policies

DoD Instruction 1015.11, "Lodging Policy," Oct. 6, 2006, certified as current Nov. 15, 2011 — This instruction establishes policy and assigns responsibilities for Department of Defense lodging programs to include recreational lodging and recreational vehicle parks.

DoD Instruction 1015.12, "Lodging Program Resource Management," Oct. 30, 1996 — This instruction implements policy, assigns responsibilities and prescribes procedures for the resource management of Department of Defense lodging programs to include recreational lodging.

MWR Financial Policy

DoD Instruction 1015.15, "Establishment, Management and Control of Nonappropriated Fund Instrumentalities and Financial Management of Supporting Resources," Oct. 31, 2007, certified as current March 20, 2008 — This instruction prescribes policies and assigns responsibilities for the establishment, management and control of nonappropriated fund instrumentalities, nonappropriated funds and financial management of resources supporting nonappropriated fund instrumentalities. It also defines the six program groups in which nonappropriated fund instrumentalities are classified for uniformity of establishment, management, allocation and control of resource support.

DoD Instruction 1015.13, "Department of Defense Procedures for Implementing Public-Private Ventures for Morale, Welfare and Recreation and Armed Services Exchange Category C Revenue-Generating Activities," March 11, 2004 — This instruction implements Department of Defense policy, assigns responsibilities and prescribes procedures for using public-private venture agreements to provide Program Group I Morale, Welfare and Recreation Category C revenue-generating activities and Program Group II military services exchange programs.
