The FY08 National Defense Authorization Act – Section 582 of this act requires the secretary of defense to establish a national combat veteran reintegration program, known as the Yellow Ribbon Reintegration Program, to administer and coordinate all reintegration programs for the National Guard and Reserve Components. The national-level program is based on the Minnesota National Guard’s Beyond the Yellow Ribbon Program.
Chapter 88 of Title 10, United States Code, “Military Family Programs and Military Child Care,” Feb. 1, 2010 – Chapter 88 provides authority to the Office of Family Readiness Policy to coordinate programs and activities of the military departments and to make recommendations to the secretaries of the military departments regarding military family programs. It also establishes online resources providing comprehensive family program information for service members and their families.
DoD Instruction 1342.28, “DoD Yellow Ribbon Reintegration Program,” March 30, 2011 – This instruction establishes policy, assigns responsibilities, and provides instructions and implementation guidance for a national veteran reintegration program to provide National Guard and Reserve Component members and their families with sufficient information, services, referral and proactive outreach opportunities throughout the phases of the Yellow Ribbon Reintegration Program.
