Berry W. Patrick
Director, Morale, Welfare and Recreation and Resale Policy
Berry Patrick assumed the duties of director for Morale, Welfare and Recreation and Resale Policy within the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy in November 2020. Before assuming the duties as director, Mr. Patrick served as the associate director for Business Policy in MWR and Resale Policy since July 2018.
Mr. Patrick is responsible for the policy and management oversight of DOD morale, welfare, and recreation programs, commissaries, exchanges, and lodging programs and a broad range of programs and services addressing the needs and challenges of service members and their families. He has extensive experience leading numerous MWR, resale, and other installation management organizations.
Mr. Patrick is an Army veteran, both active duty and reserves, with more than 40 years of combined military and DOD civilian service. During his career, he has held leadership positions with OSD, Army, Navy, U.S. Special Operations Command, and Air Force. He has successfully completed numerous assignments, both in the U.S. and overseas, including serving for more than 22 years overseas with multiple assignments in Japan, Cuba, and Germany. He served in several director-level positions at installation, region, major command, and headquarters with responsibilities directing, managing, and overseeing a wide range of base operations, MWR, and resale programs.
Mr. Patrick has a Bachelor of Science degree from the University of Florida and Master of Arts degree from the University of Maryland/Bowie State University. He is a 1992 graduate of the Navy Supply Corps School Navy Exchange Management Course.
The Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy is directly responsible for programs and policies that establish and support community quality-of-life programs for service members and their families worldwide. This office also serves as the focal point for coordination for a broad range of quality-of-life issues within the Department of Defense.
