Defense Department Impact Aid Program

The Defense Department Impact Aid Program is a supplement to the Federal Impact Aid Program. The program provides assistance to local education agencies, or LEAs, with specific concentrations of military-dependent children. It is authorized pursuant to Section 386 of Public Law 102-484, the National Defense Authorization Act for Fiscal 1993, codified at Title 20 U.S.C. 7703 notes.

Funding and eligibility:

  • The U.S. Department of Education determines funding eligibility for this program based on information provided by LEAs on their Federal Impact Aid forms.
  • The DOD notifies eligible LEAs no later than June 30 with the amount and estimated date they can expect to receive funds.
  • Prior to June, the department will distribute eligibility funding information letters to the respective LEAs.
  • LEAs eligible for funding must provide a signed Automated Clearing House Vendor/Miscellaneous Payment Enrollment Form, Standard Form 3881 for the transfer of funds from DOD to the recipients.

DOD Impact Aid for Children With Severe Disabilities Program

The Defense Department Impact Aid for Children With Severe Disabilities Program is authorized pursuant to Section 363 of Public Law 106-398, the Floyd D. Spence National Defense Authorization Act for Fiscal 2001, codified at 20 U.S.C. 7703a. This program was established to make payments, when appropriated, to LEAs that provide special education and related services to military-dependent children with severe disabilities that meet certain cost criteria.

Eligibility and application for funding:

  • LEAs must certify to the U.S. Department of Education that they provide special education or related services to at least two military-dependent children with disabilities.
  • The U.S. Department of Education invites LEAs to apply for DOD Impact Aid Funding for Children With Severe Disabilities.
  • LEAs invited to apply should review the application, guidance and their special education costs allocated to two or more military-dependent children with severe disabilities to determine if they are eligible to receive funds.
  • If the LEA determines it is eligible for DOD Impact Aid for Children With Severe Disabilities funding, the LEA must complete the following DOD Secretary of Defense forms:
