War Department Launches Abuse and Neglect Coordinated Community Response Pilot

The War Department launched a Coordinated Community Response, or CCR, pilot program today. The two-year pilot is designed to refine current response processes for child abuse and neglect and domestic abuse cases and will be conducted at four designated installations:

  • Army: Fort Campbell, Kentucky
  • Marine Corps: Marine Corps Air Station Miramar, California
  • Navy: Naval Base San Diego, California
  • Air Force: Joint Base Langley-Eustis, Virginia

The pilot replaces a retroactive, paper-centric administrative process with a live, continuous, multidisciplinary safety net designed to protect victims and prevent domestic fatalities. The approach emphasizes trauma-informed response, risk identification and information sharing.

“Using a CCR, we have a framework that creates a connected continuum of action,” said Lolita Allen, director of the Office of Military Community Advocacy.

The new response model is intended to strengthen cross-functional collaboration by bringing together military and civilian first responders, as well as victim advocacy and prevention professionals. The model preserves the independent responsibilities and authorities of command, law enforcement, legal offices, the Family Advocacy Program and other response partners.

Each organization, including command, law enforcement, legal and FAP, retains responsibility for making determinations and taking actions consistent with its respective roles and authorities.

This is a learning effort that will help inform War Department policy. The findings from this pilot will shape future decisions about sustainability and potential broader adoption of the CCR model.
