Incapacitated Adult Child Program Portal

The Incapacitated Adult Child Program Portal provides a centralized way for service members and retirees to submit initial applications to establish secondary dependency for an incapacitated adult child. The portal supports sponsors across the uniformed services and provides a streamlined process for submitting and managing applications.

An incapacitated adult child may qualify as a secondary dependent if they are unmarried, over age 21 and incapable of self-support because of a mental or physical incapacity that occurred while they were considered a dependent of their sponsor. Certain children of deceased sponsors may also qualify.

The INCAP Program Portal provides a secure, standardized application experience across the uniformed services. Through the portal, sponsors can:

• Submit an initial application for INCAP secondary dependency.
• Save an application as a draft and return later.
• View the status of an application.
• Receive notifications about application status.
• Access forms, frequently asked questions and customer support information through the program knowledge base.

The portal supports service members and retirees from the Army, Marine Corps, Navy, Air Force, Space Force and Coast Guard, as well as members of the National Oceanic and Atmospheric Administration and U.S. Public Health Service.

To submit an application through the INCAP Program Portal, you will need to verify your identity using a Common Access Card or multifactor authentication. This secure sign-in process helps protect your personal information.

Once you submit your application, program examiners will review it through a standardized process connected directly to the portal.
